I am pleased to see that the circuit is addressing the issue of Mission planning. I am however a little concerned about discussions and support being at Cluster level. Our churches stewards are not necesarily going to be the right individuals to spearhead mission, they may have been chosen because they are good with buildings or the most senior member which is fine but other members may have the necessary gifts to move this plan forward. The vision needs to be the vision of every church member and prayed through as a membership, everyone should feel involved not sidelined. Ideas for mission can be shared at Cluster level but not formed there. I fear little sense of ownership may result from your Cluster approach.
Also, no mention of where money might come from for training and resources.
